In November 2025, I had the opportunity to give a keynote presentation at a national conference on civil asset forfeiture in Santo Domingo, Dominican Republic. The purpose was to introduce and explain civil forfeiture to the prosecutors who have been tasked with implementing the DR’s civil forfeiture law, and to encourage its vigorous application. The following notes explain civil forfeiture as a concept and illustrate why it is an essential law enforcement tool.
